Are these cubes moving, or not?

I don’t think so, I think they do not move from their original position.
I don’t think the cubes are moving. I feel it’s an optical illusion. The movement we think we see is created by the flashing lights and the position of the arrow.
Isn’t that right?
I have to agree with Nathalie and Martin, I don’t think they are moving.
I also think the illusion is created by the flashing of colour (black and white) and the direction of the arrows. Which creates the idea of the cubes moving. But they are actually just flashing.
